The house witnessed uproar when one of the members of Hyderabad district council belonging to Latifabad taluka, Ibrahim Chishti, asked other members not to allow the district Nazim to present the budget to register their protest over non resolution of basic problems of the people.
Chishti stood on the desk and expressed his dissatisfaction on three-year performance of the district government. He said that the district government was not liable to present annual budget 2004-05 because the whole city is suffering.
However, Convener Nawab Rashid Ali Khan asked district Nazim, Dr Makhdoom Rafique Zaman, to present annual budget 2004-05 amidst uproar in the house.
Dr Rafique Zaman while presenting a balanced annual budget informed the house that under income part of the budget, the opening balance of the district government was Rs 313.668 million, while online budget from district provincial consolidated fund was Rs 3165.46 million.
He said that the district government expected to receive Rs 34.437 million from revenue collection at district level; Rs 306.5 million from provincial government under new Finance Commission Award; Rs 62 million of lapsed funds under ADP 2003-04 by provincial government; Rs 42.137 million under non-salary components and Rs 77.362 million under OZT share of defunct district council.
He said that expenditure part of budget has been divided in two parts - development and non-development.
